Judging by the pale blue ribbon for the missing decoration and the Prussian L.S. bar, I am guessing that the missing piece is a Prussian Crown Order fourth class without swords. I thought the top level civil service decoration was the REO4?Would the CO have been given as a military merit award then or is it possibly the NCOs medal version? This buttonaire makes me think a cracker retired NCO who termed out into a government job. The AEZ sniffs NCO or lower level bureaucrat. A "glass ceiling" career up through the ranks to the equivalent of an Oberleutnant-- so first the General Decoration Medal and then a Crown Order 4th Class.
