Soviet Soviet cotton badges - post WW II

I am not so familiar with Soviet cotton badges. A friend of mine asked me to post his badges here:

1. Black sea fleet?

2. MVD?

Is it possible to tell me, where those badges where worn and to translate the text on the badges?

First one is "Min(istry) (of) Fish(eries) Man(agement)"

The other one is for Interior Troops of the Ministry of Internal Affairs-- the military branch of the MVD.

[Komandir RKKA]

First is "Ministry of fishing economy" sleeve badge for Fish fleet salors and college students of same Ministry.

Second is Internal Troops (belongs to MVD) sleeve badge.
