Aside from naval Warrant Officers ("Deckoffiziere"), yes.

This was quite a young guy too-- not in the service March 1897, and not enough time in-- and the navy had lots of pre-war double time for service outside home waters-- to have accumulated pension time for an XXV Years Service Cross by demobilization.

To identify every enlisted rank holder of BOTH the Red Eagle and Crown Order Medals would require somebody going through all the Prussian Orders Lists and typing them out, combining the lists, and then going down the combined list eliminating suspects. Even that would not work, since aside from Deck Officers, no holders other than a few lucky strays would appear in anything leaving a paper trail.

As a "pure Prussiaan" bar such an identification to somebody not an officer is impossible. If there was something ELSE weird or distinctive, other WW1 awards... but no.

Sometimes all that can be hoped for is a pretty bar with a nice combination.
