Just think of the locals churning out what have always peculiarly been know as "hate belts" for the souvenir trade! They are in shirt sleeves-- probably summer of 1919, maybe in the Rhineland occupation forces. The tight fitting closed neck scratchy wool tunics would have been unbearable in heat.
