Prussia Question on small Krieger Verdeinst medals

Can anyone explain why these two small Krieger Verdeinst medals are different - I have never seen the one on the left. Thanks. I'm guessing the one on the left is older type.

In my opinion, the ribboned one is the/an official type, while I consider the unribboned one to be a wearers copy.
