NSDAP Organisation Hans Frank

Hi all, I wonder if anyone can identify the attached medal ribbons on Hans Frank's NSDAP Reichleiters uniform .

They look imperial, possibly iron cross and another, but they look strange.

Anyone know his medal entitlement?
