Unidentified what country Navy badge/insignia is this?

I picked up this small badge (around 1,5 cm high) and I can't figure what country it is and where it was used. Any idea would be great.

Has a Dutch look to me.

To my knowledge, this clear anchor centered in a cross with 5 arms is not Dutch (post 1831).

However, it could be older (pre 1811).

A similar type of crown is also used by other European Navies such as Belgium and Denmark.

But I will ask around, perhaps some one has a clue.
