Help needed in identifying uniform

Greetings,
A friend is doing ancestral research and asked for my help. Third Reich is really not my field so I'd be grateful if someone could identify uniform and rank.
Notice a barely visible patch on the left sleeve, Ordnungspolizei perhaps? Unfortunately this is the only photo of him in uniform.
Also what kind of research is possible based on the person's name and date and place of birth and death?
Any help would be greatly appreciated.

Looks like a member of one of the many Police Battalions, who served as a security troops in counter-guerilla warfare in the Balkan.

Thank you, Odulf! You are right about the location, this person served in Yugoslavia.
Is that rank of Unterwachtmeister that he holds?

As there is no part of the chevroned soutache closing the bottom of the board, his rank is Watchmeister.
