Kriegsmarine Mine fuse timer?

Hi all,

I was told when I got this quite a number of years ago that it was a fuse or timer for a naval mine. No idea if this is correct or not but figured if it is this is the place to put it.

Hope someone out there can help to put a more positive ID on this one.
