So by inference, sounds like a medal for Korean volunteers into the Japanese army during the colonial period?  

Or maybe an award for Chinese volunteers during the Korean war?  I think maybe I'd roll the dice and bet on the latter.  The piece looks more Chinese than Japanese to me.
