Identification of item

Gentlemen - I came across the attached item - the dealer said it is a miniature of an order, but could not provide any specifics.  I have my doubts.  Any assistance would be appreciated.

I'm certainly no expert, but it looks incomplete to me.  You'd think there would be some sort of insignia in the center.  Could be a manufacturer's discard or work in progress.

Could be a fantasy piece.

Germany had lots of them; for carnival etc...
