    Colorful Double-Sided Poster....Origin and purpose?

I've recently acquired this interesting Japanese paper item which I assume is from the 1930's or 1940's.  One one side, it has several medals while on the other is a battlefield scene.  Also, included on the back side are air insignia of Japan and other world powers.  I didn't see any staple holes so I'm inclined to think this wasn't in a book or magazine.  However, I'm a bit puzzled as to what was the purpose of the poster since it is dual-sided and what entity printed it.  Does anyone have any idea if this was printed by the Japanese government, school system, military, or private publisher and to what purpose?  I assume the medals side is to educate on Japanese medals.  However, I'm unsure about the battle scene.

Thanks in advance for any assistance.

Most likely it was printed during early 1930s. Definitely before 1936.
