identification of school badge

Hello,

would somebody identify this badge? I beleive it is garaduation badge of an ensign shool. According to missing imperial eagle it could be some "revolution" edition. Sorry, I dont have better picture.

1917 ensign /warrant officer/ school graduation badge. School is unidentified and therefore unknown.

This is not a "similar badge" but the original badge.
