Generalmajor Axel von der Lochau - Swedish Order of the Sword?

I was told that Generalmajor Axel von der Lochau is wearing the Swedish Order of the Sword around the neck (see the photo below). Is that correct?

Is the class of the order the Commander's Cross 2nd Class?

Does anyone know the date when he was awarded this order?

von der Lochau received the Order of the Sword 2nd class commander as överste (oberst) on 1940-10-22.
