Interesting diploma delivered to Czechoslovakian military in USSR. Not a common issuance!

I have this same kind of diploma, but for much more common achievement : for high achievements in socialist competition and exemplary work discipline.
The interesting point is who signed this diploma: general mayor Mikhaïl Lavrentievich Dudarenko when he was head of Central Archives of the USSR ministry of Defense. He began his career in the ogpu, then Nkvd, in the border guard.

among his numerous awards, he received the 15th anniversary of the Cheka ogpu badge.

following what I found on Wikipedia.

In June 1922, he was appointed to the political department of the 127th Rifle Brigade in Petrograd as an instructor-organizer. A month later he was transferred to the newly formed border troops and served as chairman of the political education of the 3rd border regiment, and from October - assistant military commissar of the 6th border battalion in the city of Pskov, from May 1923 - inspector of the political department of the Republic of the OGPU troops in Moscow, from November - military commissar 5th border battalion in the city of Gdov. From May to October 1924, he attended courses at the Higher Border School of the OGPU in Moscow; upon completion, he was appointed assistant to the head of the border guard of the Pskov provincial department of the OGPU for political affairs.
Since March 1926, he was the head of the Pskov, Shlisselburg, Kronstadt, Sebezh and Dzharkent border detachments. From October 1933 he served as head of the 1st department of the NKVD Border Guard Directorate for the Leningrad Region, and from March 1935 - inspector of the NKVD Main Inspectorate in Moscow. In December 1936, he was enrolled as a student at the Military Academy of the Red Army named after. M. V. Frunze.
