WWI Victory Medal named please help

I just picked up a WWI Victory Medal engraved on the rim 18991 SJT. J. Osborne R.A.

 

Is the 18991his service number?

I assume the SJT is Sergeant. Is that correct?

I also assume R.A. is Royal Artillery. is that correct?

 

Lastly, is it possible to research this person

Jacob Osborne

Sergeant 18991

Royal Garrison Artillery

also awarded British War Medal.
