The inspiration for the German naval wound badge?

Could an Imperial Russian naval badge be the inspiration for the naval wound badge? Looks like it to me, check out this link to the imperial Russian section of the forum. Especially look at posts 7, 8 and 9. Number 9 has the same type of anchor with a loop at the top.
