Question on german cape?

Hello!

I received this photo from German Landsturm-Bataillon N°1 Essen, taken in November 1914 in Gent (Belgium).

Does anyone know something about the cape with the pointed collar-tabs?

I´ve never seen such capes in the german army. Maybe belgium?
