There doesn't seem to be any combat awards so looks like early or pre-war and judging by the less-than-sprightly look to a fair amount of them I'd say that they could well have been something like a Wehrbezirkskommando or some such background admin unit.

The officers are wearing the cross the shoulder strap so it dates from up to 36/37? The back of it is glued down with newspaper cuttings, one is dated 37 so I expect it was around 1936.
