Soviet Commander of Soviet Air Force 1969?

I know that Marshal Vershinin was replaced by Marshal Kutakhov as commander of the Soviet Air Force in 1969---

but which of the two was in that position on 28 October 1969?

Am researching an official gift which is inscribed with the title but not the name.

I thought Kutakhov took over in August 1968??
