Hoa Hao is in the Tan Chau district which is WNW of Hanoi. Not far at all from Dien Bien Phu. A good reference is French Airborne Troops Wings and Insignia by Jacques Baltzer and Eric Micheletti It covers only Airborne and such but is worth the price.
