Hello , My paternal grandfather Dr Josef Wurschmidt 1886 1950 , was during the year 1916 the head of the x ray cabinet in the Reserve lazarett of Bamberg . He was not a medicine doctor he was a physic doctor and disciple of Roentgen and Wiedemann I have a photo of him with a Roentgen tube in his arms cradled like a baby . On the allied side Madame Curie leaded a team of mobile X ray cabinets . 

There was a Jerusalem City Honor Guard at this time . These guard uses an turkish style uniform with kalpak as headgear and fringed epaulettes on the shoulders . perhaps the men pictured belonged to that guard . in the book Lawrence and the arab revolt edited by Osprey are photos showing the guards during the entry of gral Allenby in Jerusalem 

Very late but better late than never . the shoulder boards are certainly argentinians and a rather uncommon model the rank of the wearer is lieutnant general the highest of the argentinian army three pips here called suns ,red backing and gold braid of fine quality . this shoulder board type  were for use with the full dress uniform ; they are of about 1924 to 1927 later the model was changed to a german style triple gold cord interwoven shoulder boards on red backing and with the same pips And yes the argentinian army received german influence between 1896 and 1940 in many ways including weapons until the ww1 ,doctrine uniforms , organization,and so on . 

They are presidential guards ,old style uniforms but modern guns ,loaded . hard guys not ceremonial ones of course they havecombat uniforms . 

The peaked cap is a police one . the rank of the wearer Comisario general , of the Policia Federal Argentina , the police force of the argentinian capital city of Buenos Aires . the model of the cap is around the years 1969 1989 .the light blue top is peculiar of the highest ranking police commisioners 

The silver shoulder boards are of the model for field officers and yes they are v flecked as the german in this case with the bolivian national colours the one star is for a major two for a lt cnel and three for a full colonel the black backing denote artillery.The gold shoulder boards are for general the rather pinkish red of the backing is peculiar of bolivian Army generals Today the same shoulder boards are  in use in the bolivian Army with certain uniforms naturally not of the same qualityBolivia hired in 1911 a german military mission whose leader was the then lt colonel Hans Kundt a meclenburger in the prussian army Kundt was the father of the modern bolivian army he introduced the german uniforms the german drill ,the german and austrian marches etc
