I have in my collection 4th class Rising Sun made by Hirata workshop in January 1921 (it is still in original paper wrapper with the date and name of the workshop) This is the highest time coordinate known to me for today. Unfortunately it is impossible to determine the manufacturer of your set. In 1890s/1910s there were several private manufacturers of Rising Sun orders in Japan. Best, Nick
