i got this set of documented Long-Service Medals yesterday and would like to ask you to help with the name of this fellow.

Looks like "Fomenko" to me!

Starchina means First Sergeant or in German Stabsfeldwebel.

Yup, Fomenko. Notice he got his 10 in 1970, his 15... SEVEN years later, and his 20... SIX years after that

for a net delay of three years combined!!!!

We've seen this over and over with the pre-1958 system of long service decorations... sometimes EARLIER but often LATER than they should have been.

It's a bit unusual to see the long service awards to a career enlisted person as well. That was one of the things the Soviet military lacked greatly, and instead depended on the training of their officers to carry the day.
