I believe that is the flag of the Norddeutscher Lloyd (NDL) shipping line. Probably indicating that the wearer was an employee while in civilian clothes.

The Key is an emblem of the city of Bremen. So possibly a shipping company based there.

I believe it to be early 1900, it is in a perfect maroon push button case with a 25 on the top, perhaps a 25 year service award. This one resides in my collection.
