Luftwaffe Unit insignia?

Hello

I have this small serving dish, in my collection. I bought it in Norway, allmost twenty years ago. I wondered if anyone can help me identifying the insignia. I seem to remember from somewhere, that it probably is some kind of unit insignia, from a unit that was stationed in Norway.

To me, the eagle looks like an integral part of the design, and the ship and eagle looks as if it was put onto the dish, at the same time. The lines in the sail, does not continue under the wings. I have seen dinner plates and other items, with an identical design to the insignia.
