May be. As I understand all medals are made in South Korea (better quality to compare with other latest orders and medals - made in China). And after getting out of stock mongolian government just ordered medals again and again (2 times as I understand). But there are also small differences in design (head of Chinggiskhaan etc.), so may be there were two different factories...
