In my opinion those three badges are Police badges:

1. Badge = winter cap badge

2. Badge = Visor cap badge

3. Badge = Overseas cap badge

Please correct me, if I'm wrong.

I believe the one on the left is a late model customs official hat badge

you're right, this is a late-type custom badge.
