It was manufactured in 1974 by the Leningrad Mint.

Unlike the Badges of Honour-- which crossed the million number... I've never seen a Red Banner of Labour with an Orders Book that had a serial number this high. 1990?

By 1995, there were 1,224,590 RBLs awarded, againt 1,580,850 Badges of Honor. The highest numbered RBL, however, was 1,292,559 (produced, but not awarded).
