Though the hooks on back seem to be placed for exactly the awards you've described, I think it was likely worn as a ribbon bar without the awards and the hooks are just for "in case." I don't think a General Decoration in Silver medal and Prussian XV Years Service Cross would "hang" right. Occasionally one encounters officers ribbon bars like this with hooks on back that were probably never used. That is a classic pre-world war Major's trio.
