The name is Artur (sometimes spelled Arthur) Văitoianu, a former general and prime minister of Romania. Marastii ii incununeaza eroismul si distinctiuni romane si straine i-l recunosc. Invingator in lupte, cade invins fulgerator de fatalitatea cruda in 20 April 1920 in varsta 23 de ani. "Formerly in Regiments 22nd Infantry "Closca"(?) and 1st Border Guards. In the war for national reunification, three times with wounds still bleeding got to the first lines under the tricolour flags. With a plutoon surprising(?) a Bulgarian division in Dobruja. The Mărăşti crowns his heroism and Romanian and foreign distinctions recognise it. Under this the following:- "CE A ARATAT PE CAMPUL DE LUPTA LA PREDEAL IN 1916 CAND VAZAND CA LA O COMPANIE AU CAZUT TOTI OFITERII A LUAT DIN PROPRIA INITIATIVA COMANDA EI SI A CONDUS - O CU ENERGIE LA ASALT. DEASEMENIA A DESFASURAT UN MARE ZEL IN COMBATEREA BOALELOR CONTAGIOASE." NALY DECRET REGAL 547. Rough translation "During the Battle of Predeal the officer seeing that all other officers were killed or wounded took command and lead a energetic assault. He was also untiring in the fight against contagious disease. By Royal Decree 547."
