I am hoping to find out where on an officers jacket this award would have been placed, anyone at all please help I am unable to find nay info or photos of one being worn.

It would have been worn in the same area as on the Army uniforms. Same for officers or enlisted men. So on the naval tunics it would have been just below an EK1 (if worn) in in that same general area.

Would that have been about 3 " below the breast pocket?

Okay, this is the only picture I could find on short notice. It's of Wilhelm Canaris (later Admiral and head of the Abwehr (German military intelligence) during WW2) in his WW1 uniform. The position of his EK1 and Uboat badge is about where WB's would have been worn depending on what other awards were worn. In this case it could have been worn next to the Uboat badge or below it. If only an EK1 is worn then directly beneath that. If no EK1 (or similar award taking precedence) then it would have been worn where the EK is. Same for officers or enlisted men... depending again on the type of uniform being worn.

As far as scarcity of photos showing their wear keep in mind that the Kaiser did not establish the army WB until March 3, 1918 and the naval WB until June 24, 1918. Due to the late period of the war when these were established many who were entitled to them did not receive them until after the collapse of the Weimar Republic during the period of the Third Reich. And by then if the naval recipients were on active duty they would have worn the same type as the heer (army), luftwaffe, SS, etc., as there was no separate naval WB used during the TR.
