Got this Photo in my mail today , but who is it ?

He has EK I 1914 and 1939 and Uboatbadge 1914 , and on the back feldpostnr is for Kreuzer Köln ?

Any ideas ? I was thinking about Otto Ciliax but did he has any connection to Köln ?

Í have found only 4 German WWII Admirals that had U boat experience during WW I

Now I put my bet on Wilhelm Marschall , he was ombord Gnesnau during the invasion of Norway and the seller states that this pic was taken on a big ship in Norweigian waters...
