This is a new Medal created to commemorate the 50 year anniversary of the founding of the MININT, awarded to state security and council members.

Amongst a lot of other things yes it was modeled on the Soviet KGB but it includes the Fire service, Border troops and the Police to name a few.

The Departamento de Seguridad del Estado is responsible for inteligence and counter inteligence but they are all part of MININT.
