All that I have on this one is that this is 1^st class award.

Most likely it was issued by uknown (to me it is ) "garrison commander" around 1917.

Yep, you are of course right about these holes...

I wonder what elements are missing. Stars look like very probable variant

I can't remember where and when I read this information but I think there is a  connection with Feng Guozhang. His name "Feng / 馮" use the Chinese character "horse".
