I am guessing this is a prewar stamp?

It is a (I assume) prewar torch...

It is an unusual item, and very germanically made.

It must be european of some sort, just cannot figure out what...

HV could be for Heeresverwaltung... Army administration - but KuK or Prussian? It would be good to see the whole object...

I think it turned out to be swedish

HV below Royal Crown = Danish 'Hærens Våbenarsenal' (= Army Weapons Arsenal).
