Indeed this decoration has three classes 1st class / approximately 48 mm in diameter, silver-gilt, rays enameled red;2nd class / approximately 42 mm in diameter, silver-gilt, rays enameled blue; 3rd class / approximately 38 mm in diameter, silver, rays enameled blue.
