Japan "No one could receive both medals"... Actually some received both and sometimes they even wore both!

We know that Peterson statement "no one could receive both medals" (see “Orders and Medals of Japan and Associated States”, 3^rd edition, p. 48.) is not true.

We also know that one man couldn’t wear both medals (according to the Regulation for 1914-20 Siberia War Dispatch Medal).
