Certainly the colors are similar to the 11th Hussars (The Cherry Pickers), who formed part of the Light Brigade at the battle of Balaklava. However, you would expect the plume to be crimson and white.

Not to be stereotypical, but doesn't he have more of a Continental cast of countenance?

I would say, Continental, and to be more specific Belgian.

Hanging from the left shoulder are two little "mats" of braid, these are worn by both Belgian and Dutch guards.

As the uniform is not Dutch, it is likely to be Belgian.

The colors of the uniform are of little significance for the nationality, because the combination of red breeches and a blue tunic was worn by many Hussars Regiments in Europe.

However, it need not be a Hussar, it can also be an officer belonging to a staff, the uniforms sometimes are very similar.

On his chest I notice one silver medal and the Italian Order of the Holy Maurice and Lasarus.
