Japan Help Identifying this medal, Order of the Golden Kite?

Hello,

I had a quick question regarding this medal. I believe I have found an Order of the Golden kite, however, there appear to be some differences from others I have seen, namely the color scheme/design of the flags in the center. Also, others I have seen have no inscription on the reverse. Are you familiar with this medal? Thank you very much for any help you can give me.

Actually just spotted this in the fakes thread (http://gmic.co.uk/index.php/topic/52001-fakes-quality-slowly-and-not-expertly-is-on-the-raise/page-2). I thought it was off, but this confirms it. Great site here.
