But the most interesting inscription (made in pencil) can be found in the upper right corner of the chart.

It is in Russian

"Translation was made in institute of oriental studies

Exec. (i.e. executor) major

By order Korilev ? Korneev ? "

Well, looks like this chart was captured by Soviets forces in Manchuria back in 1945 and for some time was studied in Moscow Institute of Oriental Studies
