France Silver French Eagle (Napoleon?) - Help

Hi, who can help me identify this eagle.

It looks French Napoleonic to me but htis is not my field of expertise.

Further I am not sure what the purpose is, shako or giberne maybe?

And from what I found online silver is not standard but this is clearly real silver with a hallmark.

It is about 7 cm high and wide
