These are VERY dated, but in case you get no other responses, it's a start. The Parentheses entries are my best recollection of where they are in the city, but it's more than 20 years ago.  I've heard that the supply of old British medals has really dried up.  

Devichand, Delhi (Connaught Circus)  Ribbons, replacement medals

Satish Kumar, Delhi (Gole Market?)

Curio Centre, Delhi (In a small market area named "something" Nagar?)

Army Equippers, Delhi (Connaught Circus?) Ribbons, replacement medals

2. Army Equippers can be a good option for ribbons (no medals) provided owner is in good mood.
