Help to ID Beret Badge

Just picked this up. 

No clue where this badge is from.

The tag made me think U.K. 

Any ideas?

I wonder if the fact that it features a crossed kukri and baton [??] indicates that it is a police unit badge?

Assuming the beret is genuine, it is a shame that the badge and backing look so poor.

I guess it could. This cap shows a similarly quality badge. 

maybe local authorities have to have their own uniforms made?
