Help me out with this is be greatly appreciate it. Could it a colonial piece or veteran item? It may even be from the 1920s?

But, I have a feeling he didn't because that's his picture in 1919 when he was in the Freiwillige Minensuchverbände der Nordsee. I also have his cap tally that says "Minensuchverbände der Nordsee. "
