Someone helped him so indicatively determine the date of the document. But as for the text, it is worse. Documents issued for two different people. Taisho Enthronement issued to the engineer from Kagawa prefecture Mimizuro Shuta. Showa Enthronement issued to the seaman first class Harano Shinkichi.
