Unidentified Shouldboards

Has anyone anyone ever seen these shoulder boards, are they even military?

They look like "Gorgets", which are worn on the lapel/collar of a tunic. Possibly off a uniform worn by a member of the diplomatic corps. That's a pure guess on my part and no doubt someone will correct me if I'm wrong. The buttons feature the Royal Arms (UK).

Thanks for the reply. The diplomatic corps didn't even cross my mind, thanks for giving me a start point.  I was thinking it might have been some sort of Royal family regalia.
