Unknown Spanish Naval Officer - 1936

Does anyone recognize this Spanish Naval Officer?

The photo was taken on board the Panzerschiff "Deutschland", most likely in 1936 while it was stationed in Spain.

Is not from Spain. Perhaps Italian

This is cap admiral cap post Spanish Civil War

I think the cap on the photo looks more like a french cap than an italian one.
