In my opinion it's Germany respectively Alsace-Lorraine. The flag with the Imperial Eagle - it's a decoration flag with a brider stripe in the middle. The 'W' (for Wilhelm?) on the house above. The boat in the foreground ...is that a pioneer boat? I think so.
