Two letter abbreviation "im" stands for "imeni" (named after), i.e. Kiev high school named after M.V.Frunze. I'm nearly 100% sure that the plaque was initially glued to the cover of the binder that housed birthday congratulations from the recipient's colleagues. -
In fact this photo was a part of the grouping of four photos sold on E-Bay but unfortunately I managed to buy only that one, three have gone to another collector... I will post here a fragment of another photo (low resolution, directly from seller's page), maybe it could help in identifying an officer.

Kevin, you are wrong. Moreover there were 8 variants of that badge - various additions to the two basic grades, 1st and 2nd class, namely II. Stufe II. Stufe mit Eichenlaub II. Stufe mit Schwertern II. Stufe mit Eichenlaub und Schwertern I. Stufe I. Stufe mit Eichenlaub I. Stufe mit Schwertern I. Stufe mit Eichenlaub und Schwertern. The difference between 1st and 2nd classes of the Schlesischer Adler can be clearly seen on the photo I posted here:)

Close-up. I assume this vet wears the following awards: 1. Die Verdienstmedaille in Silber (?) 2. Silberne Medaille "Fuer Treue in der Arbeit" or Medaille fuer Lebensrettung (?) 3. Kriegsdenkmuenze 1870/71 fuer Kombattanten with 4 battle clasps 4. Zentenarmedaille 5. Certain miniature (?) Please have a closer look and let me know what are the two first medals to complete identification!
